Q: "Do you know if it has to be complete in it's final format by this Friday, the 29th? I'm wondering if there is any wiggle room or if that is a non-negotiable deadline.  AND I have other questions - how do I get them answered?

A1: For the purposes of application review and selection as a potential quarterfinalist, yes 1159PM PDT on Friday 29th is the deadline for *submission*.  HOWEVER, it is unlikely that we will be reading applications all weekendl.  So if you submit by the deadline and make a few changes saturday or sunday or monday, chances are very good that your changes will be considered when we review the applications over the following two weeks.
